Het consortium wordt geleid door de Universiteit Utrecht. WaterScape richt zich op het ontwikkelen van transformatiepaden voor zowel het fysieke ontwerp als het waterbeheersysteem. Deze paden zijn gebaseerd op het heroverwegen van klimaatimpact, gewenste toekomstige scenario's en bestaande systeemfuncties.
