FCInet is a government-owned platform that enables authorities to discover relevant information across organisations and borders while keeping data under local control.

Built on privacy-enhancing technology, FCInet supports secure and targeted collaboration by allowing institutions to identify relevant connections between datasets without exposing the underlying data.

At the core of FCInet is ma³tch, a privacy-enhancing technology that enables organisations to compare datasets in a pseudonymised and encrypted way. Rather than sharing sensitive data, participants can detect whether another partner may hold relevant information and only then decide whether verification or further information exchange is appropriate.

FCInet is based on a decentralised architecture: there is no central database, data remains at the source, and participating organisations retain full control over their information. This design supports key principles such as privacy-by-design, data minimisation, subsidiarity, and secure peer-to-peer cooperation.

Today FCInet enables national and international collaboration across multiple government domains and use cases, including law enforcement, tax administration, financial intelligence, screening processes, and other public-sector activities where sensitive information must be protected while enabling effective cooperation.

FCInet is coordinated by the FCInet Secretariat and is available to public authorities seeking innovative and privacy-preserving ways to strengthen cooperation and information discovery.
